Keith T. Shiner, JD, is Hospital Counsel for MedStar Health. In this role, he has primary responsibility for all legal matters for MedStar Harbor Hospital, including regulatory matters, contracts, and medical staff and governance issues. He is also Hospital Counsel for MedStar Franklin Square Medical Center, and is a member of the senior management team of both hospitals. He is the legal representative on the MedStar Vice President of Medical Affairs Council, which provides system-wide oversight, support, and advocacy for MedStar’s quality, safety, and clinical integration initiatives.
He has been a health care lawyer since beginning his practice in 1997. Prior to joining MedStar Health in 2013, he was Senior Counsel for Medical Staff and Patient Care with The Johns Hopkins Health System, and in private practice with regional and international law firms in Virginia.
He received his law degree, magna cum laude, from Washington & Lee School of Law, where he was an editor of the Law Review, and his undergraduate degree from Duke University. He clerked for a Federal District Court Judge before beginning private practice.
