The Physical Therapy Team at MedStar Harbor

Josh Billings, MPT, Regional Director

Josh completed his B.S. in Biology in 1995 from Susquehanna University, where he was a standout middle distance runner on the track team. He then earned his MPT from the University of Delaware in 1997. Josh has worked in a variety of outpatient physical therapy settings and has gained a reputation for excellence in working with athletes and orthopaedic patients. His specific areas of clinical expertise involve working with baseball players and runners. He serves as the Running Program Coordinator for the MedStar NRH Rehabilitation Network. Josh has a passion for programs to reduce injury risk in athletes, and does frequent community outreach programs on this topic. He also helped develop and currently runs our Back School program. Patient education is at the core of all of his programs, allowing Josh's patients to maintain and improve upon the outcomes achieved in the clinic.

Justin Cooper, PT, MPT, SCS

Justin received his Bachelors of Science in Kinesiology from the University of Maryland, College Park and his Masters of Physical Therapy from the University of North Carolina at Chapel Hill. He is an ABPTS Board Certified Sport Medicine Specialist who has worked with scholastic, NCAA, NFL and MLL athletes. Before his physical therapy training, Justin was a high school science teacher and coach for soccer and golf. Justin has the Advanced Back to Golf certification and is coordinator of the Golf Medicine program on site. He is also the Sports Mentoring Coordinator for the MedStar NRH Rehabilitation Network. In his clinical practice, Justin uses Sports Motion video analysis for both rehabilitation and injury prevention. His research interests include ACL injuries, safe return to play criteria and injury reduction strategies. Justin helps lead the clinical programs for throwing, golf, ACL and concussion but enjoys working with patients and athletes of all ages and sports.

Carissa K. Colangelo, PTA, ATC, CSCS

Carissa graduated from California University of Pennsylvania in 2001 with an associate's degree as a physical therapists assistant and a bachelor's degree in athletic training. Colangelo completed her graduate work at Ohio University, graduating in 2003 with a master's degree in athletic training and in higher education. She also is a Certified Strength and Conditioning Specialist (CSCS). Prior to joining MedStar NRH, Colangelo spent six years at King's College in Wilkes-Barre, PA as an assistant athletic trainer. She brings a strong background in the rehabilitation of athletes.

Matthew Bourdeau, PT, DPTMatthew Bourdeau, PT, DPT

Matt received his B.S. in Exercise Science from Towson University. During that time, he was a supervisor of the campus fitness center and assisted with the development of policies and fitness programs. Matt received his Doctorate of Physical Therapy from the University of Maryland, Baltimore and has a special interest in sports medicine. Matt has an athletic background as a soccer player and has worked on injury prevention projects and enjoyed coaching youth soccer.

Sean M. Jones, PT, DPT, CSCSSean M. Jones, PT, DPT, CSCS

Sean received his B.S. in Health and Physical Education from the University of Delaware and his Doctorate of Physical Therapy from MGH Institute of Health Professions in Boston, MA. Sean He has been a Certified Strength and Conditioning Coach through the NSCA since 2006. Before receiving his physical therapy license, Sean operated a personal training business for several years. He enjoys working with a wide variety of clients from young athletes to older individuals. His clinic interests include manual therapy and treatment of runners, but he enjoys working on a wide variety of injuries.
