Jim Huang, PhD, MSc, is a Senior Health Services Research Scientist in the Department of Biostatistics and Epidemiology at MedStar Health Research Institute. In this capacity he is responsible for supporting and overseeing research programs related to health economics, patient outcomes, and data analysis. Earlier in his career, Dr. Huang worked as a healthcare engineer where he was responsible for analyzing clinical workflow efficiencies and identifying improvements in hospital processes that would improve clinical quality and reduce costs.

Dr. Huang has a unique working and theoretical understanding of economics, health sciences, informatics and healthcare business operations not readily found in the industry. He is adept at studying methodology design, healthcare systems workflow efficiency simulations and large-scale data coordination and analysis.

Dr. Huang earned a PhD in International Health and Development from Tulane University in New Orleans, LA, and holds two masters degrees, one in medical informatics and the second in health care organization administration, with a specialization in health care operations research and simulation. His MSc degrees are from Northwestern University, Evanston, IN, and the National Taiwan University.

Economics: Dr. Huang participated in The Effect of Lower Targets for Blood Pressure and LDL Cholesterol on Atherosclerotic Vascular Disease in Diabetes - a sub-study to The Stop Atherosclerosis in Native Diabetes (SANDS) Study, which was funded by the NHLBI. One of the objectives of this study was to evaluate the cost effectiveness of lower targets. He was responsible for the health economics and statistical analysis for the study. Health Information Technology and Outcomes: For the decision-support study called Impact of a Real-Time Protocol-Driven Computerized Patient Chart on the Quality and Economics of Clinical Practice and Outcomes, Dr. Huang was responsible for analyzing the patient outcomes and evaluating the compliance adhering mechanism before and after intervention by an intelligent patient record system.

Study Design and Data Analysis: Dr. Huang participated in a national observational study, funded by the NICHHD, called the Consortium of Safe Labor (CSL) Projects. The primary objective of this program was to describe contemporary labor progression in the U.S. population, and determine the most appropriate time to perform a Cesarean delivery in women with labor protraction and arrest. For the local MedStar Health site, he was responsible for study method design and data analysis of investigator-initiated projects and served as the database specialist. Examples of the types of study topics in which he participated include: (a) racial disparities; (b) impact of BMI on rates of gestational diabetes and preeclampsia; (c) spontaneous labor curves with pregnancies complicated by diabetes; and (d) accuracy of clinically estimated fetal weight. Dr. Huang is currently funded by Charles and Mary Latham Medical Research Grant to conduct a research topic "Employing Artificial Neural Network Technique to Predict NICU Utilization of Neonates by Maternal Clinical Data at Admission of Delivery", based on the CSL dataset.
