Joan Bardsley, MBA, RN, CDE, FAADE serves as assistant vice president of nursing and research integration for MedStar Health Research Institute (MHRI) and MedStar Corporate Nursing.   She has over 40 years experience in healthcare with a specialty in diabetes self-management education.  At MRHI, she is a member of the executive committee, providing oversight for special projects, and is the institutional official for the animal facility.  Ms Bardsley is currently co-investigator for the NIH supported inpatient diabetes education project, Diabetes-to-Go and is a contributor to the AHRQ funded grant, We Want to Know.  The latter initiative has become a key support component of the MedStar Health Interdisciplinary Model of Care effort. Prior to her role, Ms. Bardsley was responsible for core scientific services and scientific centers administration at MHRI.

At corporate nursing, Ms. Bardsley directly supports the Nursing Collaborative Governance Councils.  She is the executive liaison for the Nursing Research Council and the Advanced Practice Registered Nursing Council.  Ms. Bardsley serves as the executive liaison for Team Green in the Nursing Leadership Development Program.

Ms Bardsley has published articles and book chapters on diabetes self-management and is an invited speaker both nationally and internationally on this topic.  She served as the President of the American Association of Diabetes Educators in 2014 and remains an active member in this organization.  Ms. Bardsley is the current chair of the National Certification Board of Diabetes Educators and is a board member of the Children with Diabetes organization.  She holds a Bachelor of Science degree in nursing from Boston College and a Masters in Business Administration degree from George Washington University.

Bruce A. Bartoo, CFRE is senior vice president of Philanthropy for MedStar Health. He also serves as MedStar’s chief philanthropy officer with a team of 48 associates.

Prior to joining MedStar, Bruce was chief philanthropy officer and president of the Mercy Health Foundation at Sisters of Mercy Health System, a 28 hospital Catholic system based in St. Louis. Earlier he served as executive director of foundations with ProMedica Health System in northwest Ohio and vice president of development for Greater Baltimore Medical Center. His career began as a political campaign executive and fundraiser, and he later worked in advancement at Westminster College in Pennsylvania and Drake University in Iowa.

Bruce is a Certified Fund Raising Executive (CFRE), has a Master of Public Administration and a Bachelor of Arts in Political Science. He has also served as a conference chair, regional director, and board member at the Association for Healthcare Philanthropy (AHP), and on several regional boards for the Association of Fundraising Professionals (AFP).

Josh Billings is the regional director of seven MedStar National Rehabilitation Network clinics in Anne Arundel County and South Baltimore. He received his Bachelor of Science in Biology from Susquehanna University in 1995 and his Master’s Degree in Physical Therapy from University of Delaware in 1997. Billings was a middle-distance runner in college and started the first running injury clinic in the Baltimore area. Dr. Paul S. Cooper is a board-certified orthopaedist with more than 25 years of experience specializing in the treatment of all conditions of the foot and ankle. Dr. Cooper’s focus has been in the development of new technology and procedures for the reconstruction of ankle disorders, diabetic complications, and failed foot surgeries. Dr. Cooper has served as the director of the Foot and Ankle Center at MedStar Georgetown University Hospital for the past 12 years. Colonel (retired) Steven Svoboda, MD is a board-certified orthopaedic surgeon with a sub-specialty certification in orthopedic sports medicine by the American Board of Orthopaedic Surgery. Dr. Svoboda is associated with MedStar Georgetown University Hospital and MedStar Washington Hospital Center and serves as a team physician for the NHL’s Washington Capitals, NBA’s Washington Wizards, and Prince George’s County High Schools.

Dr. Svoboda practices at the MedStar Orthopaedic and Sports Center at Lafayette Centre, where he works to build a better healthcare environment in the Washington, D.C. area. Joining MedStar after a 23-year military career, with the last 10 years at the United States Military Academy at West Point’s Keller Army Community Hospital, Dr. Svoboda seeks to apply what he has learned caring for American soldiers to the community in the District, Maryland, and Virginia.

An accomplished clinician-scientist, Dr. Svoboda firmly believes that evidence-based outcomes assessment of patient care is essential to improving orthopaedic sports medicine care. Dr. Svoboda serves as the Director of Orthopedic and Sports Medicine Research at MedStar Health at Lafayette Centre. He is helping to lead MedStar Health’s efforts in patient-reported outcomes assessment within the orthopaedic sports medicine domain.

A native of Bowie, MD, Dr. Svoboda attended the United States Military Academy at West Point, New York, whereupon graduation, he was awarded a Bachelor of Science degree and commissioned as an officer in the United States Army. He graduated from medical school at the University of Maryland, School of Medicine, in Baltimore. Dr. Svoboda completed a Transitional Internship at Walter Reed Army Medical Center, in Washington, D.C., Orthopaedic Surgery Residency at Walter Reed Army Medical Center, in Washington, D.C., and a Fellowship in Orthopaedic Sports Medicine at the COL John A. Feagin, Jr. Sports Medicine Fellowship in West Point.
