Joan Bardsley, MBA, RN, CDE, FAADE serves as assistant vice president of nursing and research integration for MedStar Health Research Institute (MHRI) and MedStar Corporate Nursing.   She has over 40 years experience in healthcare with a specialty in diabetes self-management education.  At MRHI, she is a member of the executive committee, providing oversight for special projects, and is the institutional official for the animal facility.  Ms Bardsley is currently co-investigator for the NIH supported inpatient diabetes education project, Diabetes-to-Go and is a contributor to the AHRQ funded grant, We Want to Know.  The latter initiative has become a key support component of the MedStar Health Interdisciplinary Model of Care effort. Prior to her role, Ms. Bardsley was responsible for core scientific services and scientific centers administration at MHRI.

At corporate nursing, Ms. Bardsley directly supports the Nursing Collaborative Governance Councils.  She is the executive liaison for the Nursing Research Council and the Advanced Practice Registered Nursing Council.  Ms. Bardsley serves as the executive liaison for Team Green in the Nursing Leadership Development Program.

Ms Bardsley has published articles and book chapters on diabetes self-management and is an invited speaker both nationally and internationally on this topic.  She served as the President of the American Association of Diabetes Educators in 2014 and remains an active member in this organization.  Ms. Bardsley is the current chair of the National Certification Board of Diabetes Educators and is a board member of the Children with Diabetes organization.  She holds a Bachelor of Science degree in nursing from Boston College and a Masters in Business Administration degree from George Washington University.

Bruce A. Bartoo, CFRE is senior vice president of Philanthropy for MedStar Health. He also serves as MedStar’s chief philanthropy officer with a team of 48 associates.

Prior to joining MedStar, Bruce was chief philanthropy officer and president of the Mercy Health Foundation at Sisters of Mercy Health System, a 28 hospital Catholic system based in St. Louis. Earlier he served as executive director of foundations with ProMedica Health System in northwest Ohio and vice president of development for Greater Baltimore Medical Center. His career began as a political campaign executive and fundraiser, and he later worked in advancement at Westminster College in Pennsylvania and Drake University in Iowa.

Bruce is a Certified Fund Raising Executive (CFRE), has a Master of Public Administration and a Bachelor of Arts in Political Science. He has also served as a conference chair, regional director, and board member at the Association for Healthcare Philanthropy (AHP), and on several regional boards for the Association of Fundraising Professionals (AFP).

Josh Billings is the regional director of seven MedStar National Rehabilitation Network clinics in Anne Arundel County and South Baltimore. He received his Bachelor of Science in Biology from Susquehanna University in 1995 and his Master’s Degree in Physical Therapy from University of Delaware in 1997. Billings was a middle-distance runner in college and started the first running injury clinic in the Baltimore area. Billings is especially passionate about working with youth athletes and making positive changes in youth sports programming through education and in his role as community outreach lead in MedStar’s Youth Sports Medicine program.

She graduated from California University of Pennsylvania in 2001 with her physical therapist assistant associate’s degree and a bachelor’s degree in Athletic Training. Emily Coates, PT, DPT, is a Baltimore area physical therapist and runner, focused on getting children active and healthy, and keeping them that way. Coates earned her Doctorate of Physical Therapy from Clarkson University in 2009, and has been a part of the MedStar Sports Medicine team since 2014.

Dr. Paul S. Cooper is a board-certified orthopaedist with more than 25 years of experience specializing in the treatment of all conditions of the foot and ankle. She has 16 years experience in OBGYN, 12 of which were active duty in the US Air Force where she attained the rank of Lieutenant Colonel. She is currently in the Air Force Reserves.

Dr. Wexler brings expertise in minimally invasive gynecological surgery including robotic surgery, pelvic pain, abnormal uterine bleeding and fibroids, pelvic organ prolapse, vulvar pain and female sexual dysfunction. She recently co- authored a committee opinion on vulvar pain on behalf of the American Congress of Obstetrics and gynecology’ committee on gynecologic practice. She is actively involved in the national society of OBGYN hospitalists where she serves as a board member and simulation committee member.

Prior to joining Medstar Montgomery Medical Center, she practiced at Medstar Southern Maryland Hospital Center where she had a busy minimally invasive gynecology practice. She also served as Medical Director of the OBGYN Hospitalist Program at Medstar Southern Maryland Hospital Center. She managed a large group of OBGYN Hospitalists who provided first class OBGYN care in a compassionate manner, making patients feel at home even when their private OBGYN was not available.

Elias K. Shaya, MD, serves as the MedStar North Regional Medical Director and Senior Associate Executive Director for Behavioral Health Services at MedStar Health, the largest healthcare system in the Baltimore-Washington region. In addition to his administrative and leadership responsibilities, he maintains an active clinical practice, specializing in geriatric psychiatry, dementia, and mood disorders. Michael Sickler is the Program Manager for The Colon and Lung Cancer Screening Programs at MedStar Health. A Baltimore native, Michael graduated from Towson University with a bachelor of science degree. He has worked in the healthcare industry for over 22 years, including ten years in his current position.

The Colon Cancer Screening Program at MedStar Health is a grant program funded by the Maryland Department of Health and the Cigarette Restitution Fund. The grant provides no-cost colonoscopies and diagnostic and treatment services to low-income, uninsured, and underinsured residents of Baltimore City, Baltimore County, and Anne Arundel County. The colonoscopies are provided at four MedStar Hospitals, MedStar Franklin Square Medical Center, MedStar Good Samaritan Hospital, MedStar Harbor Hospital, and MedStar Union Memorial Hospital. In 2019, the program performed over 250 colonoscopies to uninsured patients.

Glenn W. Prior to his resident training, he was a research assistant professor at the School of Medicine at the Uniformed Services University of the Health Sciences in Bethesda, Maryland. Dr. Zhou is also an honors professor of the Department of Neurology at the China-Japan Friendship Hospital in Beijing, and an honors professor in the Department of Neurology at Shanghai Children’s Medical Center. Dr. Zhou received multiple outstanding medical awards from the Department of Public Health and the Department of Science & Technology in China, the National Institutes of Health (NIH) Fellows Award for Research Excellence (FARE) as well awards from the National Medical Association (NMA) and the American Academy of Neurology (AAN).
