Wayne L. Pines is an internationally known consultant on regulatory and media matters involving products regulated by the Food and Drug Administration (FDA), including pharmaceuticals, biological products, medical devices and foods. He is President of Regulatory Services and Healthcare at APCO Worldwide, a public affairs consulting firm based in Washington, DC.
Mr. Pines formerly was Associate Commissioner for Public Affairs at the FDA. He also served as Chief Media Spokesman for the FDA for seven years, and as FDA's Director of Consumer Education and Information. He founded FDA's award-winning consumer magazine, FDA Consumer.
Mr. Pines is author or editor of a dozen books about the FDA, crisis communications, risk management, and advertising regulation. He is author of the "FDA Advertising and Promotion Manual," which is regarded as a standard reference in the field of medical advertising regulation. He edited "A Practical Guide to Food and Drug Law and Regulation," a text used in many law schools, as well as the centennial book about the FDA, "A Century of Consumer Protection." He is a frequent public speaker and has published dozens of articles in the professional press.
Mr. Pines served as Chairman of the Board of the MedStar Health Research Institute from 2007-2010, is a Director of SCOLR Pharma, was a Founder of the FDA Alumni Association, and is a Board Member of Excel Life Sciences and The Patient Channel/The Newborn Channel. He is a Director and served for five years as President of the Alliance for a Stronger FDA, the largest organization representing all the constituencies regulated by the FDA. He was named by the FDA as Alumnus of the Year in 2004. He is a graduate of Rutgers University.
