Jocelyn Chisholm Carter

Jocelyn Chisholm Carter is president of MedStar Family Choice. In this role, she is responsible for leading strategic direction while overseeing the administration of programs and services for MedStar Health’s Medicaid health plans in Maryland and the District of Columbia. Carter also is charged with building the reputation of MedStar Family Choice as a responsive, innovative thought leader dedicated to serving the region’s most vulnerable populations.

As an attorney with more than 20 years of healthcare experience, Carter is a Medicaid expert with proven success in managing plan implementations and operations for Fortune 500 companies in Mississippi, New Jersey and Florida. Before joining MedStar Health, she served as regional president for Humana Healthy Horizons, Humana’s largest Medicaid health plan that coordinates care for more than 800,000 enrolled members. She previously served as chief executive officer for UnitedHealthcare’s New Jersey Medicaid, Dual Special Needs and Managed Long-Term Services and Support Plan and Mississippi’s Medicaid and Children’s Health Insurance Program (CHIP) Plan. As the market leader in each of these states, Carter fostered significant growth for these plans, expanding programs and making significant impacts in the community through a focus on health equity, diversity and inclusion. Her career history also includes serving as a senior associate general counsel for UnitedHealth Group and assistant district attorney for the New York County District Attorney’s Office.

Carter earned her bachelor’s degree in communication with a concentration in public relations from Georgia Southern University and a Juris Doctorate from the University of Baltimore School of Law. She also earned an Executive Development Certificate from the Wharton School of the University of Pennsylvania.

Carter is a member of Alpha Kappa Alpha Sorority, Inc., and Jack and Jill of America, Inc. She currently serves on the board of the enCourage Kids Foundation.
