About me

Meghan Milburn, MD, FACS, FSSO, is a fellowship-trained breast surgical oncologist and Chief of Breast Surgery at MedStar Franklin Square Medical Center, overseeing both the MedStar Franklin Square and MedStar Health Bel Air Breast Centers. She is an Associate Professor in the Department of Surgery at Georgetown University Hospital.

With more than 16 years of experience, Dr. Milburn provides expert, compassionate care for patients with breast cancer, benign breast disease, high-risk breast conditions, breast lumps, and abnormal breast imaging. She is known for her surgical precision, leadership, and individualized, patient-centered care. Through oncoplastic and hidden-scar techniques, nerve-sparing and sensory restoration procedures, and close collaboration with multidisciplinary specialists, Dr. Milburn is committed to achieving the best possible cancer outcomes while preserving body image and quality of life. This includes the development of a comprehensive breast program to support patients through every stage of their cancer journey.

Dr. Milburn completed her medical training at the University of Virginia School of Medicine and her residency at the University of Maryland Medical Center, where she received the Shock Trauma Center Hero Award and completed a clinical research fellowship with the Division of Plastic and Reconstructive Surgery jointly at the University of Maryland and Johns Hopkins Hospitals. She undertook her Breast Surgical Oncology Fellowship at Anne Arundel Medical Center.

After training, she served as Assistant Professor in the Division of Surgical Oncology at the University of Maryland School of Medicine and Medical Director of the UM Upper Chesapeake Hospital Breast Center in Bel Air. She then joined Luminis Health Anne Arundel Medical Center in Annapolis as Program Director of the Breast Surgical Oncology Fellowship.

Dr. Milburn belongs to the American College of Surgeons, the American Society of Breast Surgeons, the American Society of Clinical Oncology, and the Society of Surgical Oncology. She is also a Diplomat of the American Board of Surgery.

A native Marylander, she lives in Baltimore County with her family.

Philosophy of Care

“I am passionate about helping my patients navigate their breast cancer journey by providing the highest level of evidence-based multidisciplinary care in a compassionate environment while ensuring they feel empowered and supported through every step of their treatment and healing. I focus on the whole person and not just their cancer. As a woman, working mom, and breast surgeon, I bring both professional expertise and personal understanding to my practice, and I am continually inspired by my patients’ strength, resilience, and grace.”
