Our Cockeysville clinic is conveniently located on York Rd., just north of Warren Rd. We share an entrance with MedStar Health Sports Performance. Parking is free.

Tuesday: 7 a.m. to 7 p.m.
Wednesday: 7 a.m. to 7 p.m.
Thursday: 8 a.m. to 7 p.m.

Jonathan Rouse, PT, DPT, SCS, Manager of Therapy Services
Jonathan Rouse received his bachelor’s degree in Biology from Widener University in Chester, PA. Jonathan completed his doctoral degree in physical therapy from Widener University. While completing his education, he completed a 12-week clinical rotation with the Philadelphia Phillies during Spring Training 2019. Jonathan primarily works with athletes of all levels and orthopedic injuries. His rehabilitation specialties include:

Steve Luca, PT, MPT, ATC, Director of Professional and Elite Sports Therapy
Steve Luca attended the University of Maryland, College Park, where he received his bachelor’s degree in kinesiological sciences. He also completed his master’s degree in physical therapy from Old Dominion. Steve is a certified athletic trainer and specializes in the following rehabilitation areas:

Jamie Buxton, PT, DPT
Jamie received his Bachelor of Science in Exercise Science from Towson University in 2013. Jamie went on to earn his Doctor of Physical Therapy degree from Arcadia University in 2025. Prior to returning to graduate school, Jamie worked extensively in performance settings as a collegiate strength and conditioning coach, CrossFit coach, and Olympic weightlifting coach. Jamie has coached athletes to four national Olympic weightlifting competitions, gaining significant experience in long-term athletic development and high-performance training. Jamie primarily works with athletes of all levels and orthopedic injuries. His rehabilitation and performance specialties include:

Ashley Faller, PTA
Ashley graduated from the physical therapist assistant program at the Military Medical Education and Training Campus in San Antonio, Texas in 2015. She then went on to practice as a PTA at the United States Naval Academy while obtaining her Associate of Applied Sciences degree from Lake Superior College.
In her free time, Ashley enjoys hiking, kayaking, weight lifting and watching movies. She enjoys traveling to new places and visiting her family in Indiana where she’s from. As a veteran herself, Ashley also enjoys staying connected with the veteran community and is passionate about improving access to mental health resources for those in need.

Zoey Packard earned her BS in Exercise Science from Towson University in 2020. She was a member of the Towson University gymnastics team. She went on to complete her doctoral degree in physical therapy from the University of Maryland, Baltimore in 2023. She is a certified strength and conditioning specialist (CSCS). Stefan Rasinski, PT, DPT, OCS, SCS, CMTPT/DN, CSCS
Stefan completed his doctor of physical therapy (DPT) at University of Maryland, Baltimore. He is also an APTA board certified sports clinical specialist (SCS) and orthopedic clinical Specialist (OCS), while also being a certified strength and conditioning specialist (CSCS). His experience has been with all athletes from pediatric to professional level, special forces in the military, and active general population.
Stefan is a Maryland native who graduated Towson University with a Bachelor of Science in Exercise Science. When he is not treating, you will likely find him in the weight-room or anything outdoors with his dog. His specialties include:

What types of patients do you treat (age range, conditions)?
We treat patients around age 12 and up— from adolescent athletes to adults recovering from surgery or dealing with chronic orthopedic/vestibular issues. We address acute injuries, performance rehab, post-operative care, and balance/vestibular conditions.

How many sessions will I need, and how long might each session last?
The number and duration of sessions depend on your specific injury or condition, treatment goals, and progress. Some patients may complete therapy in fewer visits; others—especially those recovering from surgery or returning to sport—may require more frequent or longer sessions. We reassess your progress often and adjust accordingly.

MedStar Health Physical Therapy at Cockeysville is typically open Monday, Wednesday, and Friday from 8 a.m. to 4:30 p.m, Tuesday and Thursday from 10:30 a.m. to 7 p.m.

How should I prepare for my physical therapy appointment?
Eat a balanced meal 1-2 hours prior to therapy. Drink about 2.5 cups of water prior to therapy. Take any prescribed pain medications at least 1 hour prior to therapy. Dress in T-shirts, athletic tops, sweatpants, shorts, yoga pants, or athletic leggings. Wear athletic/walking shoes and avoid open toed sandals, flip-flops, and high heels. Ensure proper access to the treatment area.
